Downstream is NOT always the closest nearby GFCI outlet.
I experienced a similar gremlin, and it turned out to be loose connections on a GFCI outlet in a nearby bathroom.
Women constantly plugging and unplugging curling irons and hair dryers caused the GFCI connections to work themselves loose!

As a home inspector I ran into this problem occasionally and usually found that the homeowner or an electrician had installed a second GFCI on the original protected circuit stream. Your GFCI may be hot but between the dead plugs and the GFCI there may be another GFCI installed. Check all GFCI outlets and do not forget to check outside.
