I don't have a boat and have to fish from the bank, but I would have thought they'd be cruising the banks looking for worms.
But the Colorado River near Bastrop has been steadily rising 2.5 feet for the past 3 days from recent rains and is running fast...maybe too fast?
I have not caught a single one since it's been rising. I've tried every bait I had...worms, cut shad, Sunnys stink bait, liver.

Where the heck are they?

I would check any creeks/ditches that are draining into the river if you can access them. Whiskers will stage those areas eating about anything that they want; insects, worms, frogs, etc. that gets washed into the mix.

Also check the barometer when you want to go fishing. Best fishing comes when the reading is between 29.90 and 30.05. I almost never fish any readings that will not be in that range.

Fish close to the bank. Cats will feed along the bank where water has just covered up. Worms are about the best when the water is running muddy.

If you can get to the confluence of where a creek feeds into a river that will be a prime feeding spot.

Find current.
Catfish will often set up camp where current is running food stuff into specific area. Like said above, ditches with water coming into it. Turns, a little deeper warter, rocks,

Good info. We have a bout 1.5 of the Colorado on our ranch in Mills Cnty and I haven't had much luck. Never fished for catfish much. Primarily stripers/hybrids and bass.

On the river I fish, banks with Bermuda grass tend to be the best spot.

Here they are easy to catch on the RISE, but once it starts to fall and current stop, done deal, Day or so window,
