What are you going after? If chasing small YFT go with the pangas but bring your own gear. If anything else walk the marina and talk to the captains or check Minervas. PM me if you want to discuss further, I went a couple of months ago.

They don't have greater amberjacks at Cabo (or in the Pacific) but they do have yellowtail, a smaller cousin. What they call jack crevalle is different from the Atlantic or Gulf version you may be familiar with. Cabo San Lucas is better known for offshore pelagic fish such as tuna, ,marlin etc and roosterfish.
