I've cause one massive crappie while bass fishing. There's not a lot of structure. I've tried jigs and minnows but don't know where to look for them.
Cast it, reel it, jerk it.

Are you chasing them from the bank or from a kayak or similar?
Try dropping a 5 Gal. bucket condo to give you something to target....

Bank there's only 2 spots, ones shallow, other is the dam. It's probably 15,20 ft deep

I know there in there, the guy that manages the 2 lakes catches them all the time but he has a boat.

I just got back from there, had a few bites, was taking my cork under slow. I assume bluegil, I never landed anything

Sounds like you need a small boat.
The guy that manages it has probably put brush offshore and targets that when he goes out.
