If you are talking about a product similar to plasti-dip, just stick with plasti-dip. What project are you doing or need it for?

need to clean up the aircond.drip pan,and spray something to kill the rust

I gotcha, rustoleum makes a great product that will neautrilize the oxidation of the metal and prime it for paint. You could then spray on an enamel coat or plasti-dip. Either way, the prep would be the same. But I think that you would be better off with the enamel coat.

I see a lot of sheet rock damage from rusted out drip pans in the attics.I would replace it with a new one.

Are you talking about Flex Seal? Yes it works but make sure and clean the area well.
The only Flex Coat I know of is a rod epoxy.
