What kind of set up would you guys use for fishing a small swim bait in scattered pads and grass ie rod reel line and Hook? Thanks

I use a 7' 2" MH or H rod with a fast retrieve reel. I use either 55ld braid or 20lb fluoro. I let the thickness etc of cover dictate which rod.
The Owner Beast hook usually is my hook of choice.

Thanks Mark that's similar to what I use for frogs Just got into top water swim baiting and it was a blast

Thanks Mark that's similar to what I use for frogs Just got into top water swim baiting and it was a blast I am no expert so hopefully some more chime in to give you better info.
