 Anyone know what's going on at Fayette?

We fished Fayette this weekend and the water level is down 4-6', anyone know why? Also there was some weird stuff being released in the water near the damn which gave the water a noticeable blue color with an bad odor. I saw a noticeable amount of dead fish (bass) and shad in the area as well.
Does anyone have any clue as that what's going on? I asked several people on the water today and no one knew anything and wondered the same.
