Anyone ever use it or have any luck with it? I have tried it, but I haven't smoked em when it says the optimal fishing time occurs. I am wondering if it's just a gimmick.

Just my personal opinion but #1 I go fishing when I can, weather permitting, all other factors are secondary.
Where I go most of the time is dependent on the great reports I read on this forum. You cannot get any better than honest first hand reports.
Apps will never replace first hand knowledge!
