I have recently bought a 14' jon boat(v hull). The trailer is homemade and on one side the wheel/tire seems to be "fused" to the axle, versus having lug nuts. The other side has a wheel with lug nuts. About how much would it be to have a hub put on the 'fused" side so I can have another wheel/tire with lugs so I can repair a flat when it happens. I didn't pay much for it, so i am thinking about scraping it. Thoughts?

Check Harbor Freight or Northern Equipment for a hub/wheel/tire that will fit. The bearings are pretty well standardized. Take the hub off and measure the axle diameter where the bearings fit.

Just resolved the issue. Bought a used trailer that needed work for $50. I paid him another $100. great deal and lucky I knew him from church.

Call a local trailer shop. Axles for those little trailers are cheap. YOu should be able to get a complete bolt in axle then 2 decent used wheels and tires for under 150 bucks.
