Yes chumming is the same as baiting a hole and is illegal in every event I've ever been in.
For example dumping dog food on a brush pile to attract baitfish.

Hmmm, why not just make a smaller version and use it like a drop shot weight. Your bait would be right above it (in the "action"). Not for me...
