Need clarification. Looking up info about pfd and came across where it says "kids 13 and under must wear pfd while underway". Does that mean just when big motor is running? So if your using trolling motor can they take it off to fish?

The law is, under 13 years of age must wear a PFD while under way. Underway means making headway regardless of the type of propulsion. I believe that also includes drifting.

I'm no expert but I always understood underway to be whenever a boat or vessel was not anchored or moored or beached...any time on the water ...drifting, sailing , rowing, underpower is consider underway...so if it is not anchored...or tied up pfd would be required for the kids 13 and under.

"All children under 13 years of age in or on vessels under 26 feet in length must wear a U.S. Coast Guard approved wearable PFD while underway. Underway means not at anchor, made fast to the shore, or aground."
Underway = Using the big motor, using your trolling motor, drifting, not at anchor or not tied to a stationary device. I don't have any court cases yet but I am suspecting "spot lock" will still be underway.

Being spot locked with the trolling motor is a gray area you may not want to contest as well.

For what it is worth my kids wear them at all times while in the boat and I believe they should mandate that adults wear them while outboard or big motor is running.
