Don't take everything so seriously.
No Obama or the current or any other administration (as far as I know) has nothing to do with offering a discount.

In restaurants I always ask for a senior discount, if they give me one I add it to the tip.

I've never quite understood the senior discount thing. Young families with all of the cost of getting started probably could use it more than most seniors.

Senior discounts were meant to be used to encourage those on a fixed income/Social Security to shop/eat at establishments. It is a nice gesture on behalf of business owners that understand fixed income patrons are loyal steady customers usually.

I kind of find it a little offensive. I am young myself but always opened doors for ladies and older folk helped take there groceries out or mow there yard for nothing and of course be a fishin buddy when they were going out by themselves just because that is how I was raised . I wouldn't eat at that damn resturaunt if you paid me to .. sign is just flat out rude .
