Google the your local VFW or American Legion office and call them to discuss. I am sure they will be glad to assist you in getting something started.

There is a group called Heroes on the Water that takes wounded/disabled vets and their families kayak fishing. I am sure they have a chapter in Texas somewhere. You should be able to find them on line. I fished in a couple of their fundraising tournaments in San Diego. Great group of people, and some awesome stories of helping wounded vets.
