Belton is 22.17 high . They dropped the lake close to two feet last week. Is this the normal when they get to letting water out?

Yes belton cant drop real fast cause they don't have flood gates just one tunnel to let it out which maxes out around 6,300 cfs

Lake Proctor is above Lake Belton and was around 30' high. Proctor was releasing around 9,000cfs when belton was only releasing 5,800cfs. That's the reason it's taking belton so long to go down. They finally slowed down proctor to 1,800cfs and belton is releasing just over 6,000cfs now. Belton will start going down pretty quick now that proctor slowed down. There are two ramps open at belton, franks and cedar ridge, for the time being anyways. Once the water gets a little lower they will likely shut these down because the water level will be back on the turn arounds above the ramp. I run a Wednesday night jackpot on belton and we are currently going out of Franks. Go like the Belton Wednesday Nighter page on FB for updates and ramp availability.
