I've traditionally used per maps. However, I'd be open to adding a map card to my Garmin 73 if there is something better than the base maps that came on it.

Tough to do with a Garmin, but you can check out the Navionics app for your phone or tablet to use while on the water or if it is for scouting areas ahead of time, check out the free webapp from Navionics.
