Manuel is my best guess too.
At first I thought it had something to do with the metric system on the power rating but after searching the web I couldn't find any references.
This is probably the result of our new globalization economy. Bass Pro probably outsources their advertising to foreigners who have no clue that a 2.5 HP outboard only comes as a pull start.
Anyway the layout in the flyer made no sense to me. I would expect to see 2.5 HP instead of 2.5M, but then again it might make sense to someone living in India, Australia, or Iran.

I have a 20 MS, manual start, short (15")shaft

Minimum hp required for boat operation. In other words larger hp available.
