The marina may have paid to build it in first place. Never been able to bank fish it.

I was told the owner, Mr. Walker, went out and put that cable to restrict boat access back there and he put a lock on it so that only he and people he knew could only get back there, just relaying what I was told.

Contact the TPWD, they should be the person with authority over the lake.

Maybe, But I think TPWD would send out a warden to look and make the call

It's not worth the trouble to me. But I will say this one of the few areas on the lake that has hydrilla and I have caught some good fish back behind there. When you can go back there and get in the back it opens up a bit and has hydrilla.

Take a pair of bolt cutters out there at night and cut the lock off. I would hate to be idling to go back there at dark not knowing that cable was put there, after fishing in there for over 20 years, and tear something up. Looks like a lawsuit waiting to happen. Maybe a dock across there would block it off.

I may be wrong but. It looks like they are rebuilding/repairing or at least working on the docks. The water is still to low to allow access without limiting the work in progress.
The last thing a worker needs is a 1/2oz jig or crankbait bounced off his hard hat.

It looks like he is completely legal to me.I dont see any issues other than you need a kayak to get under the wire that blocks the end of the boat slip.

When they finish the work, they'll have to remove the cable for marina boat access to slips. Just let them do their thing.
