Aquatic form of glyphosate or diquat (tsunami dq) will work on the primrose. Just follow the directions per label.

Don't spray over 25% of the pond at one time. The dying/rotting plants rob oxygen. The fish need to go elsewhere to breathe.

Yes to both of these replies. For best results I recommend using a surfactant. This just helps the chemical to stick to the leaves and work before it runs off.
