Why do you prefer one over the other?

Manual is set it then forget it my kind of simple.
Hydrolic is more stuff to break not my cup of tea.

I'm not sure why you would need hydraulic unless you regularly run really shallow water

Hydro because you can adjust on the fly for different loads and especially for weather.

Not mandatory but well worth the money. If you're rigging out a 60,000 boat what's another grand or two? Handy for getting on the bank for emergency #2 or adjusting on the fly depending on conditions. Kinda like 1 vs 2 power poles. 1 does the job but after having 2 you'll never go back.

You can trim out for propper alignement of the bow and Jack plate down to keep more prop in the water. Sacrifices speed for stability. Which is what you want in 2-3 footers if you are staying on top of them.

An Atlas or Bobs hydraulic will be on my next boat. Primarily for very rough water and shallow water driving.

I guess I am just cheap, LOL. I am able to trim mine and run very well, including some very rough Texoma weather, motor can't be raised any more or I will loose my water pickup, holeshot is great as I can trim my motor waaay down (was able to pull the limiting bolt on my motor bkt without motor hitting boat). Handles different loads fine except when I get talked into a ski trip with the kids and then I don't think the hyd plate would help enough pulling up 2 skiers with a loaded boat...I just change the prop to a lower pitch prop (my spare) for that outing....

Like 96 Speed said, once you have one, you'll never go back to a static plate. I have a 10" Atlas, and can really fine tune it on the fly to squeeze that last mph out of the boat. I know it's a Ranger - slow bla bla bla -whatever. But where they really shine is in rough water. I bury my motor and then trim up to keep the nose on top of big waves. It really makes a difference. It is also nice in real skinny water. You can put it up, and keep the motor down more on the trim, and idle with it pushing 'forward' rather than down.
If you have a jackplate set up for your optimum speed, your motor will blow out bad in rough water. I had a Skeeter set-up for fly back in the 90's and almost tragically found out it wouldn't stay hooked in the bad stuff. Had to move it down out of caution. Static plates are nice, but hydraulic are much better.

I always get a Hydrolic Jackplate on my boats and I don't use my Hydrolic Jackplate to adjust for speed - I have a Ranger and nothing can make it go fast...LOL, I use it to jack the motor all the way up so I can keep the motor trimmed down when ideling through the timber or real shallow...it allows for better steering and stopping if I have to hit reverse...worth the money in my book...
