I noticed this past weekend that I didn't have a good stream of water coming out. I did notice that when I was headed back to boat ramp that my pressure was up to around 22psi when I was wot. Can anybody tell me if it is just clogged up or if it is water pump or impeller

Sounds like stream hose restricted. Pressure is on the high side if gauge is right.

run a piece of heavy mono in the [censored] hole and pull it back out...see if it doesn't improve. I keep a piece under my cowl for this.
