I have a 1989 Champion 184DC with an 89 Evinrude XP175. I bought the boat a couple of months ago and it came with a 27P Shooter prop. Don't like the performance. I can't accurately give you WOT RPM yet because I need to replace the Rectifier/Regulator. I know I should be running 55-5800 rpm. Don't believe I'm getting that at all. When I get out of the hole, if I hammer it, it will blow out. I'm mounted direct to the transom as low as it goes. I'm a prop dummy and could use some advice....thanks, in advance.

Probably about 3 inches too much pitch. I'd be shocked if that prop is anywhere near correct in pitch, and I seriously doubt a shooter is the right style. You're not hooking up due to the drastic mismatch, hence the blowouts. You probably need to find a 22 or 24 Raker to try. Just an approximation as I've not run that exact combo. Maybe someone else has more direct experience.

Agree that has to be way too much pitch plus motor is most likely too low on the transom. If there are more mounting holes in the bracket that can be used still utilizing the existing holes in the transom you might need to raise it a bit....or get a jackplate....best to measure where the propshaft is compared to the bottom of the boat, and don't go so far that you lose water pickup for the pump....

Let Steve work the Raker a bit, never seen one yet that didn't need some love added to it.
