Priming Bulb Question

My priming bold doesn't really get that firm. I see it pump fuel into the filter past the fuel pump but it doesn't stay full. Should it hold the fuel and keep the filter full? Thank you!

It really doesn't need to be that firm. If you aren't experiencing any issues with the motor starving for fuel or cutting out, it is fine.
