If my dip bait is watery, could I use Cotten balls mixed in the bait to hold to the hook?

You can shred the balls and it will work. You can also use flour, or cattail heads. Another way is to chill the stink bait and it will thicken. Just don't put it in the same cooler with your beer.

Yeah, cotton works fine. I've found it can crowd the hook though.

you can add a bunch of dryer lint (air it out in the sun for a couple of days to remove any fabric softener smells) to a dip bait and make a decent punch bait out of it.
but if your bait is watery because it is hot, cooling it down should do the trick to thicken it.
