 Isle du Bois boat ramp closed 10 PM to 6 AM?

Sad that the safest and only lighted ramp is closed 10 PM to 6 AM. It was open for a while and now locked up, again. Since I have an annual pass I thought that I could get the code to open it. No, the fairly rude young bureaucrat informed me that only campers are given the code, but if I rented a campsite they would let me have the code for the night I rented.

Why would they not give you the code if you bought an annual pass. I would be asking for some money back.
