I see the ramp is closed, but is the park open?

Just park at the disc golf course and drop your yak in. Parking is free and you can paddle right over by the park. Beware of flying discs though, getting tagged by one would hurt pretty bad!

Just called their office--the entire Lake Park complex including the disc golf course is closed until mid summer.

The entire park is not closed, just the section you are interested in. You can still play golf (real golf, not that stupid Frisbee version), fish for crappie at the barge, or watch the kids play baseball.
