I went across the bridge on Monticello yesterday. I'm not sure but I think it's giant salvinia couldnt stop do to traffic and take a picture. On the north side it's really bad. Looked online yep that's what it is,from TPWD.

Hyacinth. Been pretty heavy here lately! Good stuff to punch if its in the right areas! If i remember correctly, Monti had a bunch floating around after the last big rains.
