on here you say 14" minimum, but on your rules it says "all state length and bag limits apply". My question is, which is it? there is no state regulation on spotted bass, so do they have to be 14" or can they be any size as the state allows? I only ask because as tough as its been, a couple 12" spots might really boost a sack.

There are no spots in Cleburne BUT if you happen to find one, then yes, state limits apply. In which case, you can bring any size spot in to weigh.
