I keep a couple in the boat but what are the black things tied on them. Is it more weight?

Those are "add on" rattle's.

I have a friend that has fished the welding rod thing, but I have never done it myself.

I hope you get use out of them. So far I have learned that the rods have their place but only when fishing the thick brush. If you drop/lower them too fast, I think it turns sideways which gets hung up so I learned to lower it slowly.

Those weights in the bag are great too.
