I have a friend who started his 3 year old daughter fishing last year. He picked up a nice beginner combo made by Zebco. The reel is a closed face spinning reel and the rod is a graphite rod. He got it at Walmart on sale for $10.00. You can get them on line for $15.00 including shipping. Buddy says it works great for her and very easy to handle and to work with.

Totally agree on the Zebco. They are also made well and rugged. Great value for the buck.

+3 on the Zebco. Kids will often throw them in the dirt and sand. That gets in the reel and the drag doesn't work or it won't reel properly. So you need to unscrew the cover and spray them down with reel oil from time to time to keep them working properly. Usually a little Zebco 202 setup is light enough and a good starter. I used to buy the kids the snoopy poles and they worked just fine too.

+4 on the Zebco. That's how I learned.
I would think a short cane pole would work too, if that's an option.

Zebco by far! That was my very first reel! Can't go wrong! Walmart has a lot of kids combos for sale and good prices. So does Acadamey.

Little princess or mermaid might keep her holding on to it a bit longer! LOL...but they are good short/light rods...fitted with a brim hook and a worm...so they can catch something and you get a photo opportunity...plus maybe a fishing buddy!

When mine was 3 I came across a short little Disney Princess rod at a garage sale for $1. She's 5 now and I took her out with it last weekend. She still loves it, still catches bluegill on it.
I think anything short and light enough for them to manage using it and learn the motion of casting, reeling, and setting the hook will work perfectly fine.
(The harder part is being patient when they dont want to touch the worms or the fish or let the bobber sit still. Or when you're untangling line from tree/pond bank/grass/moss/other poles/her own pole.)
