7'1" medium heavy extra fast rod. 7.9:1 or faster reel. 15-17lb InvisX.
You want a rod that is very sensitive and long enough to pull out the slack when one runs at you or slack lines you. A really fast reel helps with this also. It also allows you to reel fast and recast to keep time on the water in your favor. The line choice is just mine. I like a little more strength and feel.

The good set up would be a 6ft8in to a 7ft4in. m/h rod with good tip action with a Daiwa Steez reel or a Curado 50e, or some of the other Shimano reels made for the Japan market.
Rod length and brand would be what you like best and how much you want to spend, same with the reel.
The term "best" is relative to what you think is best that you can afford.

I have a couple Falcon Bucoo 7' Heavy rods aka the "Lizard Draggers". They're great and very versatile. I use them for a number of presentations but definitely my 5/8 oz finesse jig I love to throw. They're a great rod for the money. If you are able to spend a little more, I would highly recommend looking at the Falcon Cara's

The Lews custom finesse jig rod is right on the money, but I wrap the factory rod handle because it is tough to grip.

Falcon Bucoo Have you looked at the BCC-5-1610? This rod is specifically designed for finesse jigs! For $100, there is not a better rod out there on the market. Period. The Bucoo series offers so many nice features at a great price. To name a few: the lightweight design of this rod will leave you speechless, the sensitivity is great, and you'll have no problem pairing it to your favorite reel. A great rod at an even better price! Shimano Caenan 150 This reel right here is the bomb. It's been newly redesigned for 2016 and they have some awesome features! The first thing you'll notice is the lightweight and ergonomic design of the reel. It's one of the best feeling reels out there on the market if you ask me. The next thing you'll notice is that it looks like a $500 reel but it's LESS THAN $100! This reel is small and easily handled, but I promise you it has plenty of power for anything you put it through. Give a hard look at this reel! I think you'll be pleasantly surprised.

I would rather have a reel that looks like a $100 reel but casts like a $400 reel
