i need to find a effective way to catch black buffalo to gar fish with. ive been just snagging them in the past and i really need some tips on how to catch them. ive tried corn, dough balls, and shad but nothing... ive had some luck with small dead minnows but i can seem to catch them on a regular basis. i have a spot where i know they are always there but i just cant catch them... any ideas?

Use a hair rig and deer corn or number 8 treble and a sweet dough bait.

am I missing something? They're rough fish, can't he snag, cast net, bow fish, or do whatever else he wants to catch them?

Wrong there. Snagging is illegal.
From Texas Parks and Wildlife:

It is unlawful to take or attempt to take fish with one or more hooks attached to a line or artificial lure used in a manner to foul-hook a fish (snagging or jerking). A fish is foul-hooked when caught by a hook in an area other than the fish's mouth.

Since snagging isn't allowed I say just toss a cast Net on top of them wherever you see them.

Yup. A cast net may be used to take non-game fish.
