Should my ducer be all the way submerged while the boat is going or should it be slightly out of the water? I'm getting a lot of interference and I'm thinking that's the issue along with being mounted too far out but I would like other opinions.I will post a picture

Like stated before when I'm moving it is completely submerged

From the angle of the photo, mine is mounted higher than yours, about even with the bottom of the boat but is always submerged. What kind of interference are you talking about? Mine gets interference from the lower unit if I have my motor trimmed too far down. If I had mine where yours is located, I'm sure a stump would have taken it off a long time ago.
