I am new to fishing Texas. Moved here last fall. Can someone tell me if there is a website that tells what lakes are closed/open due to high water?

There isn't a universal list, you'll have to check by the lake management. For Corps of Engineers, the Corps websites cover parks and recreation details. Fort Worth District Lake List.
