I would try overnight soak with lots of lube and then strike it with a rubber mallet to start with. Next would crank on hose and place in reverse a couple times to jar it loose....(JUST BE SURE IT'S CLEAR BEHIND PROP).

Hook it up to a water hose so you can crank the engine w/o burning it up.

First try soaking it. Spray liberally with PB Blaster several times and let it sit.
You might try heating the prop with a torch and tapping on the prop to loosen it. Wood block with a hammer or a wooden mallet. All you want to heat is the inside so if its a through hub just heat the inside and try tapping to see if you can break it loose.
Another thing I would try being a redneck and all. If its got past the just stuck but frozen I would try and take one of my gear pullers and jury rig it to grab the prop.

if that thing has been in salt water.. soaking it will do nothing. your most likely gonna have to heat the hub cylinder and melt the rubber. then cut the hub off the prop shaft. ask me how i know that. yep.. done it.

Salt water has not been kind, its on a merc 125 02 model Call Lakeside Marine and see if they have a puller. He is just right over in Alvarado. 817 9801 8947 I do a couple props a year for them and they are pretty good guys.
