Finding blues shallow

I've spent all winter trying to figure out the winter blue pattern. Now that I finally think I know what I'm doing I keep seeing people say they are catching them shallow. What exactly is shallow? What kind of structure am I looking for this time of year if they are shallow?

From now thru spring they may be as shallow as one ft. When you see wakes taking off from the boat, Stop quite often, during this time of year, while traveling in the Jon boat in Shallow water, I see a huge swirl. Tom is right. As well a guy I know used to always set out Trot lines this time of year, and I asked him what he use to check them with, and he said he walked.. As in the water was knee to waist deep. lately this is where I have been setting my small Jug lines at, and have done well, no monsters yet, but always fish.

Thanks for the advise guys. I went out to Lewisville on Friday night and all day Saturday and didn't have great results (mostly because it took me so long to net shad on Saturday). The thing I was having trouble with is that every mud flat that is shallow has TONS of flooded overgrowth that grew during the drought a couple years ago and I was having a terrible time getting snagged. Manged a couple of channels but had to cut more lines than I had bites. How do you handle this flooded brush?
