I've caught plenty of catfish at Miller bridge by Lakeside Park, and across the other side of Miller west from there. There is a nice big dirt plateau at the lake and Miller bridge, southwest side. Kinda like a jetty off the bridge but you need a 4x4 truck because the mud trenches have been dug so deep from other trucks driving out there.

Also on the southwest side of Hwy 66 is okay too. That's a nice rock jetty to fish off of.

I just use minnows and fishing for anything, but mostly catch medium cats.

I tried to go out there last Nov, but the wind was crazy. There were some fishing with heavy gear out there though. Hubbard is a good catfish lake, I don't think they are really particular to any part of it. Anywhere off the rip rap should be good fishing on the bottom. They ate the [censored] out of my cut shad last Saturday night.
