Are we to assume the spool is the same size ? A larger spool with a lower ratio
could retrieve more line per turn.

The ratio remains the same either way. Manufacturers have already accounted for spool size when providing the gear ratio.

I just assumed he was talking about the same reel (spool and all) but with different gears.
