Has anybody ever seen any sort of cover or sleeve that goes over the hose cover coming out of the boat and going to the motor?

You want to cover all the rigging cables/hoses I gather. Yes, lots of us see such products - installed on our boats! roflmao

Installation with a tube is a LOT of work - to take everything loose then reattach, adjust control cables. Don't do that. Use split loom or a zippered rigging sleeve. Google "marine split loom rigging" and "zippered rigging sleeve marine" and you will begin to find options.

Mine has the hard plastic sleeve but over time I can see some slight scratching on the fiberglass. I have a piece of neoprene and was thinking abut stretching it around the area that it rubs but wasn't sure if they made something already.

Even with the zippered sleeve you still have to disconnect everything.

Never looked super close at a boat I used to see with the sleeve. Why have a zipper if everything really has to be disconnected?

T & H Marine website says this: "Easily zips on and off to access cables of hoses when needed. Ends are secured with cable ties sewn into pockets."

Doesn't say zip open/closed, says ON/OFF.
