He posted a video of this lure here about a month ago--think it got moved to plugs and announcements.
If the Livingston lures with the robotic eyes and sounds are legal, then this could be also.
My opinion; in general, it moves too much for LMB (not enough pause/doing nothing) Fish that are more aggressive all the time (bull reds, etc) would annihilate this bait and probably take the bobber also.

Shouldn't be legal in a tournament do to it being 'self propelled'. I see that as markedly different than electronic enhancements.
As to the bullet, MythBusters touched on that, no bullet was able to travel more than a few inches to a foot below the surface. The higher the caliber, the more it broke up...

That looks like an amazing lure and it was just a matter of time. I have seen some swim baits that are very detailed and look exactly like what they are representing. I would agree with above though, it seems like it would take some of the fun and the challenge away since you just sit there and watch it and do not work it yourself.

Heck. If you are just going to see and watch it swim around, just use live bait. Save the money. To me, the challenge in salt water or freshwater fishing with artificial lures is in fooling a fish into biting. This is done by changing speed, type of lure, color, whatever. Again, if you want to be lazy great, use live bait and say all the hassle. Whether it should be legal or not, I will leave to the tournament directors, but as I see it, it doesn't take any skill or smart to fish this thing.
