It is a hunk of lead with a big paper clip molded in that is used to slide down your line to get stuck lures unstuck.
There are other versions using different types of clips/snaps.

Make your own use a 2-3 oz catfish bottom sinker and a snap swivel. A cheap plug knocker.

Barlows in Dallas is a great place to get the lead part and the clips for it. That's where I go.
