It's for a chain.
Probably the trailer the previous owner was pulling had one of those screwdown hitches that had no hole for a padlock, so he installed this to be able to lock the safety chain to the truck for security from theft.

I would say it's for the electric brakes breakaway cable. You put the loop through the hole then double it back over the top.

I'd say it's for break away and chain, looping over the ball is not DOT legal.

It is for a chain, but it is upside down. I would hate to be towing much of a trailer with the bumper of any truck.
