Don't know how deep of water you're in, but those definitely look like spawning sites. Talapia will build nests similar to those depressions but I'm guessing you weren't on Fairfield.

I noticed he appears to be in 3-6 feet of water, which is consistent with panfish beds (though they could have been made when the lake was at a different level as well). Tires would be a lot more obvious in such screen-shots. I totally agree they look like (old) panfish beds.

If you see a white speck in the center of the spawning bed, it is likely a fish on the bed.

The water was 13' I guess I didn't realize they would bed that deep in dirty water.
