What kind of speed should I be getting out of this boat. I am running a 26 fxp prop with 7 dots showing on jack plate and only getting around 68mph.

This boat should be running 73-74 at the minimum if it's got a 250 on it.

Zx20 with a 250 sho can run 72-74 loaded.

I have a 2013 zx 20 and it runs 72-74 mph. Getting ready to add two 12' talons. Will be interesting to see if that affects top end much.

My buddies 2012 zx20 has a 250 sho and it will run 75-76 with both of us in it tournament loaded.

First and foremost, what are your RPM's and what are your water PSI numbers? I would try a 25P Turbo prop. You should be running 72-75 MPH depending on your load. Also try raising and lowering your jack plate. Another thing to consider is weight distribution: keep the heavier items in your boat (spare props, heavy jigs, heavy soft plastics, rain gear, terminal tackle, tools, etc..) towards the back of your boat. Shallow water anchors and lots of gas will slow you down too.
I have 2 Power Poles, medium tourney load, 1 1/2 tanks of gas, a 250 SHO and I can do 73 MPH by myself. I'm also 325 pounds. With 2 guys (325 pounds each), medium tourney load, 2 full tanks, 2 Power Poles, I'm running 66-68 MPH... I need to mess with my setup a little bit. But that's also A LOT of weight. Each person's weight and setup is different so you'll get a broad range of answers.
However, you should definitely be hitting at least 70 MPH by yourself. If you're running a full tourney load, 2 full tanks, 2 shallow water anchors, and you're around 200 pounds, you should be running between 70-74 MPH. Something is definitely not right with your setup. Your prop might be too much or not enough, jack plate too high or too low, or else something's up with your motor.

Good info above. Biggest question is what RPM @ WOT? Might be lugging a little w/that 26P prop.

I am running 6000 to 6100 wot and about 20 psi on water pressure. Friend of mine running same prop on a fx 20 and he is running 74 to 75. Figured the zx would run just as fast or faster.

RPM's are perfect! Water pressure seems about normal. I would say that prop is technically ok because you're turning it at 6000-6100 RPM's at WOT. But I still think you'd have better luck with a 25P. You should still be able to run 70+ even with a 26P prop.
I'm kind of leaning towards your jack plate being too low or too high. Is your jack plate a hydraulic or manual?
If you know that your jack plate is perfect, then I think you have an internal problem with your motor.

I have a 250 SHO on a Bass Cat Erya and I run a 27 FXP when the water gets below 70 or so and a 26 when it warms up.
Dropping down to a 25p will do nothing but make you hit the rev limiter.
I was out today water temp was 54-57 degrees and very light winds. With my 27p prob I was turning 6050 RPM @ WOT and 79-80 and my boat is loaded heavy.
You may need to try a bigger prop when the water cools down. If I run my 26 right now I hit the limiter at about 74 mph.
Just something to look at

How safe is it to run your rpm? I have 2015 sho 225. I've got it 74mph with 2 people and 1/4 tank of gas and didn't realize I was around 6000rpm. Growing up I was told not to run over 5000

I really believe that might be your problem. More so than your prop setup. You can run a 25P, 26P, or like Doug R said, a 27P. It's really a personal preference and depends on your load. I've just found that a 25P works best for me and the buddies that I know. But like I said, raise your jack plate up and see how that works for ya. You said your buddy has 8 dots showing while you have 6, try your's at 7 dots. Btw, Doug R., those are solid numbers for your boat! Are you running dual shallow water anchors by chance?
