Use a white base coat first then the chartreuse over that, also if you wanna do a cool red craw that fades from red to orange to yellow. Base white then a nice coat of yellow then do your red on the top of the bait painting it from the top down. The red overspray will turn the yellow t a range and give you a nice fade.

^ what he said also the chartreuse leave the paint a little thicker it becomes real runny really easily atleast that's my finding plus a little goes a long way

To keep from having to do so many coats to get the chartreuse yellow that I want, I do a coat of yellow and then a couple yellow chartreuse on top of the yellow. It works great for me.

Want true colors...put your base color on the body...lets say transparent yellow. Then put mesh over the bait for the back scales...if you spray transparent blue over the yellow you'll get greenish or chartreuse scales. In order to get the exact blue color, first spray a light coat of opaque white over the mesh then after it dries just a little follow up with the transparent blue....you'll get the exact blue color. Hope this helps.
