I can honestly say I wouldn't be happy if one of my neighbore parked their boat on my street. Almost every major city and suburb has the rule about boats being on concrete or payment.I have never seen one that has a rule about covers. Most cities only require boats behind a privacy fence if you do not have a concerted pad. I have a concrete pad. I think it is the best way to go. If you have a HOA you are pretty much out of luck.

The "too many beers" is actually a neurological problem stemming from being blown up during multiple tours in the middle east. I would say he has contributed enough to qualify him to park it where he likes. What have you contributed?

Really? Can you explain the difference in someone hitting your car that is parked on the street and a boat?

I personally think he can park it anywhere he wants. I don't think that parking the boat in the street is any worse than parking cars in the street. The only rub is, if the city has an ordinance against it then it is technically illegally parked. Your insurance will not cover any damages and you could be at fault, since your action is illegal.
When I was stationed at Marine Corps Air Station Cherry Point, NC, one of the parking lot in front of one of the hangars had a no parking sign in front of it. A lot of people still parked there, and the MP's wouldn't ticket them, because there really wasn't a good alternative. Well one day, they had an accident where a bunch of the illegally parked cars were taken out. These people were told they wouldn't be receiving any reimbursement due to being illegally parked.

If there is an actual ordinance prohibiting it, then it is illegal and there's little that can be done other than comply On the other hand, an opinion of an overstuffed police chief does not make something illegal.
HOA covenants are considered legal documents and can be enforced in a court of law, but they are or should be specifically worded. IMHO the actual printed word should apply, so unless that is the case, the opinions and demands of some blue hair with too much time on his hands, wanting to be a property manager, fit in the same category as the opinion of the above mentioned city "official". It's an opinion and we all know what those are like..
Unfortunately, Copperas Cove is a small town with a small town mentality and a small town police department with a police chief who has been on too many people's payroll for too long and probably impossible to deal with.
