I cant get the prop nut to tighten enough to get the cotter pin in the next hole. I havent cranked down on it because that doesnt seem like a smart thing to do. Is it ok for the prop to have a small amount of play in it or do I try to get it to the next hole?

Get it to the next hole. You may need to replace the prop thrust washer. Never leave the prop loose at all.

sounds odd to have the same prop and hole not align, how far off is the hole from the cotter pin passing thru?

sounds like a yamaha ???

torque spec is 100 ft lbs.

even an omc is about 80 ft lbs

tighten er down
