Would be tough to do since most of all reels are made out of plastic now. The heated needed to cure the power would probably melt the reel.

There is a product called Durakote that is used primarily in finishing firearms. It sprays on using an air brush and does on with about the consistency of spraying water. It has been salt water tested. I've used it several times on firearm refinishing and it gives a great finish. It is a two part product and the gloss can be somewhat controlled by varying the amount of hardener you use in the batch. It cures without heating and while you can handle it in 24 hours, it takes 2-3 weeks for a complete cure. That may be an issue. I have also run across some places on the web that do custom painting on reels and they advertise a pretty quick turnaround time, but I don't know what product they are using.
There is another one called Guncoat that is very good, but it requires heating for the cure so it wouldn't be suitable for reels with plastic components.

Don't know what you have in mind as far as a paint job. But you might take a look at Matthews reel repair in San Antonio. He has some killer custom painted reels. He explains his process and has pricing on his web site.
