It is open. I think it opens around 8 but call to verify. Loyd park has 24 hour gate and is open

Used Lloyd yesterday with no problems. Couldn't get to the floating dock without getting wet though, so its that or beach it.

Oasis ramp is 24hr but I always tape my $10 to the door if I'm there early. Or if you launch early, pay them when you're loading up.
