Actually not install, but I have the rubber isolators between the motor and boat. It does not get real snug and moves and squeaks when TM is used. What can be done to replace the rubber spacers? Is it A good idea to use something more stiff between the TM?

Replace them or remove them, cut off the bottom part with the threads and thru-bolt with large washers and lock nuts.

The rubber washers are only intended to compensate for an irregular mounting surface. If that is the case, I would sandwich a piece of Starboard between the trolling motor and the mounting surface and mount with bolts, lock washers, and nuts. I have not had great success with nylon lock nuts in some applications. Heavy vibrations tend to cause the nylon to deform and loosen.
