Is it cheating or no? Putting a fish in a livewell who's barely over 16" and running around to beat it up and get to tense up and shrink?

I would say yes. If you put a 16 in livewell then your breaking law for that particular lake.

Well it is illegal to take possession of the fish in the first place because it is over 16" and is in the slot. I'm guessing you are talking about fork

It is illegal to possess any bass between 16 and 24" on Lake Fork.
So I would have to say it would be considered cheating.

I've actually fished a small tourney with a guy who did that, he carried around a couple bags of ice his boat cooler, he caught one barely over, he threw it in the livewell and dumped a whole bag in it and waited, he also did the livewell beat up to get it to tense up and shrink, he beat that fish up all day

16" is legal by the TPWD rule. Anything over is illegal to have in your possession

if you really know that someone is doing this in tourneys you need to report it instead of trying to figure out if you can get away with it.
